Born in Oshawa, Ontario, Scott Chappell attended the Sir Sandford Fleming School of Natural Resources before beginning a 20-year career with Sewer Technologies, where he worked in infrastructure management and developed extensive experience in municipal and utility operations. During that time, he also served as a union representative for Local 183, one of the largest unions in North America. In that role, he received training as a Health and Safety Representative and completed extensive labour relations training, gaining experience in workplace advocacy, conflict resolution, negotiations, and employee representation.

Scott moved to Doaktown in April 2021 with his wife, Jenny, and their twins, Sophie and Josh. After relocating, he worked at Home Hardware before returning to school to study Cyber Security and Advanced IT Management, graduating top of his class. He later worked in customer service and technical support for Apple before returning to Home Hardware, where he continues to serve the community.
